US plans tariff and minimum import prices across polysilicon-based solar

The United States plans a 15% tariff on imported polysilicon and minimum import prices for several downstream solar products from 4 December 2026. The measure could materially change US sourcing, contract pricing and market access.

What has been announced

Following a Section 232 investigation, the United States announced a planned 15% tariff on imported polysilicon and related products, alongside minimum import prices for polysilicon, ingots, wafers, cells and modules. The measures are scheduled to apply from 4 December 2026.

The reported minimum prices include $21 per kilogram for polysilicon, $100 per kilogram for ingots and wafers, $0.22 per watt for cells and $0.38 per watt for modules.

Supply-chain implications

The policy is intended to support domestic manufacturing and reduce dependence on imported upstream components. For international suppliers, it creates a new reference point for US market access and may alter the relative value of domestic production, thin-film products and supply chains covered by future arrangements with trading partners.

The headline tariff is only part of the effect. Minimum import prices can influence negotiations even when global spot levels are lower.

Commercial questions to resolve

Market participants should verify product scope, country treatment, customs valuation, timing and responsibility for tariff or price-floor changes in existing contracts. Buyers will also need to reassess delivered-cost comparisons, while suppliers outside the United States should determine whether their products and supply routes remain commercially viable after 4 December.
