MITECO has initiated two prior public consultations to allocate up to 11GW of grid access capacity to renewable energy and storage projects across just transition areas in Spain. This follows an Expression of Interest conducted between April and June to assess demand at reserved grid nodes.
The proposed allocation includes a simplified competitive procedure for 15 nodes across five autonomous communities, where capacity will be awarded in order of application receipt, subject to meeting required conditions. However, for the Guardo 220kV and Velilla 400kV nodes in Palencia, a competitive tender will be used due to significant interest, especially from pumped hydro energy storage projects.
Conditions and Regulatory Framework
Capacity allocation will be conditional on successful projects undertaking socio-economic commitments within the relevant just transition areas and complying with environmental assessment requirements. The competitive tender for the Guardo-Velilla zone will assess projects against socio-economic and environmental criteria, following precedents from previous allocation processes.
To prepare for the tender, the Institute for Just Transition has opened a prior public consultation inviting stakeholder observations and proposals from 24 September to 8 October 2026.
Context of Spain's Renewable Energy Expansion
This grid capacity allocation is part of Spain's ongoing efforts to expand renewable energy infrastructure while enhancing grid flexibility and storage capabilities. Recent initiatives include plans for a national capacity market to remunerate generation and storage assets, allocation of 937MW grid access at the Mudéjar 400kV substation replacing lignite capacity, and funding awards to renewable projects co-located with battery energy storage systems.
Additionally, the government has supported clean energy manufacturing through significant funding programs, including over €160 million awarded in July 2026 and a €355 million program launched earlier to support domestic manufacturing of solar PV, storage, batteries, wind, solar thermal, geothermal, and green hydrogen equipment.
