SECI tenders 700 MW of solar for commercial and industrial offtake

The procurement route

Solar Energy Corporation of India has issued a tender for 700 MW of interstate transmission system-connected solar projects. The power is intended for a commercial and industrial consumer in Odisha under 25-year power purchase agreements with SECI and a back-to-back sale arrangement.

Bids start at 50 MW and can cover the full 700 MW. The selection process combines electronic bidding with an electronic reverse auction.

Execution remains with the developer

Projects are to be developed on a build-own-operate basis. Developers are responsible for land, project development, grid connectivity and transmission up to the delivery point, and a project may span more than one location or delivery point.

The tender provides a sizeable offtake route, but it does not remove the development, connection and delivery obligations that determine whether capacity can be executed on schedule.

Commercial implication

For equipment suppliers and transaction partners, the useful opportunities will be those tied to qualified bids with credible land, interconnection, specification and delivery plans. Tender volume alone should not be treated as immediately executable demand.
