Guinea Initiates Competitive Solar PV and Battery Storage Procurement Program

Guinea’s Ministry of Energy and the Belgium-based clean energy non-profit RELP have formalized an agreement to collaborate on a competitive procurement program for solar PV and battery storage projects. RELP is responsible for providing comprehensive advisory support, including technical, legal, regulatory, and financial guidance, working closely with Guinea’s National Directorate for Renewable Energy.
The program’s design, sizing, and structuring are key components of this partnership, aiming to establish transparent procurement rules and a credible plan to foster a sustainable solar market in Guinea.
Program Scope and Implementation
The procurement program is set to commence with an indicative phase covering 400 MW of solar PV and battery storage capacity. RELP’s support extends to drafting full tender documentation, capacity building, and assisting the Ministry in adopting risk mitigation and credit enhancement instruments.
This initiative aligns with Guinea’s ambition to provide clean, reliable, and affordable electricity, forming a foundation for the country’s energy transition.
Regional Context and RELP’s Broader Engagement
Currently, Guinea has approximately 329.7 MW of operational solar capacity, primarily from unidentified commercial and industrial projects. RELP is also engaged in similar renewable energy procurement programs in other West African countries, including Ghana, Togo, and Senegal.
In Ghana, RELP recently entered an agreement to design and implement a multi-year competitive procurement program, which includes the country’s first public renewables auction.
